The Challenge

California's Local Electrification Planning Act (AB 39) requires covered cities and counties to address EV and zero-emission fueling infrastructure, building electrification, distributed energy resources, medium- and heavy-duty fleets, utility coordination, and equitable investment. Many jurisdictions already have portions of this work distributed across climate plans, general plan elements, capital programs, EV studies, fleet plans, and utility partnerships.
