The Challenge
California's Local Electrification Planning Act (AB 39) requires covered cities and counties to address EV and zero-emission fueling infrastructure, building electrification, distributed energy resources, medium- and heavy-duty fleets, utility coordination, and equitable investment. Many jurisdictions already have portions of this work distributed across climate plans, general plan elements, capital programs, EV studies, fleet plans, and utility partnerships. The immediate challenge is determining what can be used, what is missing, and how to complete the work without starting over.

Over an approximately eight-to-ten-week engagement, we review relevant plans and programs, map evidence against the statutory requirements, interview key departments and partners, evaluate utility and equity considerations, and develop a prioritized roadmap through plan completion and implementation.
